Profile
Kelvin obtained his B.Com (Specialist) majoring in Economics, Finance and Marketing at the University of Toronto prior to reading law. Upon receiving his PGDL in the United Kingdom and PCLL in Hong Kong, he was called to the Bar in 2006.
Kelvin has built a robust bilingual criminal practice mainly as defence counsel at the Magistracies, District Court and High Court. He has also appeared as appellate counsel on various occasions at Magistracy Appeals and the Court of Appeal.
In recent years, Kelvin has expanded into an employment law practice which spans from advising on contracts to labour law disputes and appeals.
Kelvin is also actively engaged towards the rehabilitation of young offenders and crime prevention having served as a consultant and strategic partner for the Hong Kong Playground Association “New Horizon” Support Scheme since 2007. He has also lent his time as an instructor to secondary school students in the Mock Trial Competition Project organized by The Society of Rehabilitation and Crime Prevention, Hong Kong.
In addition to his private practice, Kelvin had served as a Deputy Magistrate as well as a Deputy Presiding Officer of the Labour Tribunal. At present, Kelvin is a member of the Criminal Law & Procedure (CCrimLP) Committee of the Hong Kong Bar Association.

HKSAR v Ko Chung Yin HCCC 253/2021
- Represented the Defendant on a charge of Trafficking in Dangerous Drugs alleging her of importing 8kg of liquid cocaine from Brazil in her passenger luggage.
- Unanimous acquittal by jury after trial.

- Represented the 8th Defendant on charges of Riot and Possession of Offensive Weapon.
- Acquitted of Riot after trial.
香港特別行政區 訴 謝雯敏 [2022] HKDC 1055
- Represented the Defendant on a charge of Money Laundering.
- Acquitted after trial.
香港特別行政區 訴 莫海光及另一人 [2021] HKDC 414
- Criminal prosecution stemming from the infamous “Lead in Drinking Water Incidents – 食水含鉛事件” in 2015.
- Represented one of two subcontractors alleged to have committed perjury during the Commission of Inquiry into Excess Lead Found in Drinking Water as well as Fraud against the main contractor of the public housing construction.
- Both Defendants were acquitted after trial of all charges.

- Represented the 4 th Defendant throughout the trial and at appellate level for kidnapping.
- Appeal against conviction allowed.
HKSAR v. CHOI King Hung DCCC 888/2013
- Drug trafficking charge stemming from intelligence from a police confidential informant.
- Successfully argued for the disclosure of the identity of the informant which resulted in the acquittal of the Defendant upon the Prosecution offering no evidence to the charge in view of the ruling of the Court.
